The International Initiative for Impact Evaluation (3ie) – created to enhance development effectiveness through the promotion of evidence-based policy-making – has issued a call for proposals to undertake impact evaluations in different countries. 3ie will provide financial support to carry out these high-quality impact evaluations for researchers submitting relevant proposals.

Following are the themes or interventions/programs for different countries considered for the current call for proposals. Each of these programs has different guidelines and instructions for submission of proposals.

A request for proposals for reducing greenhouse gas emissions in the Asia Region has been issued by the United States Agency for International Development (USAID). US and non-US NGOs and/or consortia are invited to apply for this opportunity.

Asia Regional Sustainable Landscapes Program

The United States Agency for International Development (USAID), is seeking applications (proposals for funding) from U.S. or non-U.S. non-governmental organizations (NGOs) and/or a consortia to strengthen capacities of developing countries in the Asia region to produce meaningful and sustainable reductions in greenhouse gas (GHG) emissions from the forestry-land use sector and to participate in and benefit from the emerging international Reduced Emissions from Deforestation and Degradation (REDD)-plus[1] framework. USAID/RDMA is issuing a request for applications for a cooperative agreement for the Asia Regional Sustainable Landscapes Program. Please refer to the Program Description (RFA section C) for a complete statement of goals and expected results.

RDMA conducted an Asia Regional REDD Program Planning Assessment in 2010. It examined the regional opportunities and challenges related to climate change mitigation in the forestry-land use sector and indicated that there is considerable potential in Asia for meaningful emissions reductions as a result of improved land use practices. Pursuant to 22 CFR 226.81, it is USAID policy not to award profit under assistance instruments. However, all reasonable, allocable, and allowable expenses, both direct and indirect, which are related to the program and are in accordance with applicable cost standards (22 CFR 226, plus OMB Circular A-122 for non-profit organizations and OMB Circular A-21 for universities, and the Federal Acquisition Regulation Part 31 for for-profit organizations), may be paid under the award.

Subject to the availability of funds, USAID intends to award a cooperative agreement of up to $20,000,000 for a program not to exceed five years (from on or about December 01, 2010 - November 30, 2015). USAID reserves the right to fund any, a portion of, or none of the applications submitted. USAID may also exercise the discretion to make awards to more than one organization.

Proposal Writing Assistance to apply for the NED Grants Program

The National Endowment for Democracy (NED) recently announced that it is accepting proposal applications from organizations around the world to provide grant support to them to work on projects related to human rights, an independent media, the rule of law and to advance other democratic goals.

We believe that this is an excellent opportunity for many NGOs (small and large) seeking support for their activities in the areas mentioned above. NED offers more than one thousand grants for projects around the world with preference to those countries facing “diverse situations, such as transitional countries where the goal is democratic consolidation, authoritarian countries where the goals are liberalization, and the protection of human rights.”

The areas of grant assistance are broad and previous grantee experiences show that this donor agency is extremely flexible with a highly supportive and flexible staff. It seeks funding requests every quarter of the year, prior to the meetings of the Board of Directors, so applicants need not feel deterred about meeting tight deadlines (the next deadline in NED Grant Cycle is 1 October 2010).

Taking into consideration these facts, we are encouraging NGOs to use this opportunity to apply for funding support from NED. But writing a proposal for a small or medium-sized organization in a developing country can be challenging despite the availability of all useful information at the donor website.

Here, we have undertaken some research and developed this information to help NGOs to develop a proper proposal application to submit it to NED for grant support.

Understanding the National Endowment for Democracy and its Grant-making process

As usual, before we embark upon writing a grant proposal, we need to understand the grant-making agency. The foremost question that comes to one’s mind is:

Will NED support my organization?

The answer lies in the issue/s you are working on. Is your organization in an activist mode working and has experience in the areas of human rights, independent media, the rule of law and/or other democratic values. If the answer is yes, then you can proceed further to explore more aspects of identification between your organization and this donor agency. Application Procedure

The next meeting of the NED Board of Directors for which NED is accepting proposals will be on January 14, 2011.

All grant applications must be submitted by October 1, 2010 to be considered for approval at the January Board Meeting.

The NED is no longer accepting proposals for the Board Meeting of September 14, 2010.

How are funding decisions made?
Funding decisions are made on a quarterly basis by the NED Board of Directors. In addition to evaluating how a program fits within the Endowment's overall priorities, the Board considers factors such as the urgency of a program, its relevance to specific needs and conditions in a particular country, and the democratic commitment and experience of the applicant.

What types of programs is the Endowment interested in?
The Endowment is especially interested in proposals that originate with local democratic groups. It is also interested in nonpartisan programs seeking to strengthen democratic values. Note that the Endowment does not make grants to individuals.

All proposed projects must be consistent with the Endowment's general purposes as briefly outlined in the first paragraph of About Us.

How can my organization apply for a grant from the Endowment?
To apply for a NED grant, submit a proposal cover sheet, proposal and budget to proposals@ned.org or to the appropriate regional Program contact person at the NED. The Endowment can only process incoming proposals if they are accompanied by a Proposal Cover Sheet.

The Bill & Melinda Gates Foundation-established Gates Award for Global Health is seeking nominations “to reward and exemplify organizations which have developed processes for improving health, especially in resource poor settings with measurable results.”

Organizations such as NGOs, charities, nonprofits, private companies, government agencies, universities and multilateral organizations that have been in operation for a minimum of ten years can apply for the Award. Preference will be given to NGOs and nonprofits.

“Any organization from any country in the world that has had a systemic and lasting impact on global health may be nominated for the Gates Award; the organization may be a charitable institution, a private company or a public entity.

In submitting nominations for the Gates Award for Global Health, emphasis should be placed on an organization’s accomplishments to date. Applications should include a brief history of how the organization has made a sustained contribution in the field of global health. Nominators may wish to consider the following criteria in describing the Nominee’s work:

Extraordinary contributions toward progress in the knowledge and practice of health in low-income societies, with a substantial and sustainable impact on the principal issues that contribute to global health.

    * An established record of achievement.
    * Innovation in program design.
    * Organizational capacity; i.e. evidence of financial and program stability.
    * Collaboration with others.

Evidence that contributions have had significant influence or have been adopted across geographic and organizational boundaries.

Nominations will be considered by a Jury consisting of health professionals from developing countries as well as the Global Health Council’s Board of Directors. A winner will be selected by the Jury from the nominations submitted.

Alive & Thrive (A&T) is currently accepting applications for its grants program. A&T is a five year initiative funded by Bill & Melinda Gates Foundation and implemented by a consortium of organizations such as AED, BRAC, GMMB, IFPRI, Save the Children, University of California-Davis and World Vision.

The A&T initiative has been established for the purpose of improving infant and young child feeding (IYCF) by increasing rates of exclusive breastfeeding and improving complementary feeding practices. The Small Grants Program under A&T initiative “aims to fund operational research projects that will identify novel approaches and overcome key barriers to improving IYCF at scale in low and middle-income countries. Approaches that can potentially be extended to different countries/settings are of greatest interest.

In the first year of the Small Grants Program (2009), the request for Letters of Interest listed multiple potential topics for research. In this second year, the focus is on operational issues related to IYCF interventions, as listed below. Letters of Interest that do not address one or more of these issues are highly unlikely to be competitive.

High priority issues:

1. Optimal ways to “bundle” different interventions (i.e. combinations of interventions that are delivered using the same delivery platform or channel), at least one of which includes IYCF

2. Optimal delivery channels for different intervention “bundles”

3. Costs and benefits of intervention “bundles”

4. Best strategies to reach the ultra-poor to improve IYCF

5. Comparison of behavior change communication strategies for better IYCF programming and advocacy

The emphasis on intervention “bundles” reflects the growing consensus that integrating IYCF interventions into broader programmatic initiatives is likely to be a more cost-effective and sustainable approach than stand-alone IYCF interventions.”

The two-stage application process will evaluate the letters of interest and selected applicants will be requested for full proposals. “Awards for small grants will generally be in the range of $50,000-100,000 USD. Grant requests may not exceed $100,000 (for the total duration of the project). One- or two-year projects may be proposed, but in the latter case the second year of funding will be contingent upon satisfactory progress by the recipient during the first year.”

ONE Africa Award 2010: An opportunity to highlight efforts working to reduce poverty and achieve Millennium Development Goals

Civil society organizations and individuals working in Africa to advance the Millennium Development Goals (MDGs) can apply for the $100,000 ONE Africa Award.

As efforts to eradicate poverty progress and new ideas introduced to bring about change across Africa, there are various NGOs and individuals dedicatedly involved in the processes. The ONE Africa Award provides an opportunity “to highlight the dynamism and achievements of African individuals and civil society organizations who are building a better future for their communities, countries and continent.” It “celebrates and bolsters innovative Africa-led efforts to help advance on or more of the Millennium Development Goals, the world’s blueprint to a better future.”

The award carries a cash payment of up to $100,000.

Individuals, organizations or other groups demonstrating commitment and success in assisting Africans in meeting one or more of the MDGs can apply for the award. “2010 qualified recipients will be engaged in advocacy to promote MDG attainment in health, clean water/sanitation, agriculture, education, gender, economic growth or employment generation for poorer communities. The organizations can be advocacy/pressure groups and think tanks engaged in governance related activities such as the monitoring of flows of resources and/or holding governments accountable to commitments to MDG attainment.”

2010 Award Criteria

1. Innovation: Extent to which the individual/organization has designed and implemented an innovative advocacy program that employs new approaches to impact the MDGs.

2. Results: Extent to which the individual/organization demonstrates and communicates their ability to impact and advance at least one of the Millennium Development Goals at a community, regional or national level.

3. Scaleability: Ability of the individual’s or organization’s efforts to be scaled up and/or replicated by others.

4. Accountability: The demonstration of strong accountability mechanisms used to receive community buy-in (i.e. community leadership consultations and assessments and transparency of operations).

5. Partnerships: Extent to which the individual/organization has employed creative partnerships to achieve its goal and ensured coordination with other development actors. These partnerships may include public and/or private sector organizations.

Other Criteria:

• Organizations and/or individuals must be Africa-based and indigenous.

• Organizations must show evidence of success in previous projects.

• Organizations must show proof of funding support for previous project activities.

As part of the “Investing in People” Programme, the European Commission has launched a call for proposals to providing funding to projects fighting child labour in developing countries. Accordingly, child labour worldwide is causing terrible hardships for children leading to their exploitation and risking their lives to work hazards. It is also damaging their physical, mental and emotional growth. Children also succumb to worst forms of child labour such as trafficking, armed conflict, slavery, sexual exploitation and hazardous work.

The European Commission has adopted several approaches for promoting the rights of children at the international level. “The EU Guidelines on the Rights of the Child 5 underline that child labour, as one of global problems, needs to be tackled by the EU in its external policy towards children.” “In June 2009 the Fourth European Forum on the Rights of the Child7 focussed on how to effectively address child labour, in particular in the EU’s external relations, through EU instruments by addressing the theme of child labour both from the perspective of social protection and from the angle of corporate social responsibility (CSR).”

Under this context, this call for proposals has been issued to address the child labour problem by advocating effective policies and strengthen partnerships especially with the private sector by promoting the CSR against child labour.

Objectives and Priorities: Fighting Child Labour -EC Call for Proposals

The European Commission’s call for proposals to fight child labour has an overall objective of contributing towards eradicating child labour. Specifically, it seeks to “promote effective policy dialogue aimed at eradicating child labour, bringing victims of child labour, trafficking or violence into full-time quality education/vocational-education training and reintegrating them into society” and “to support partnership and networking between key stakeholders, in particular non-State actors, public entities and the private sector, by promoting corporate social responsibility in the area of child labour.”

Funding will be prioritized to project actions that:

1. Promote the ratification and implementation through legislation and enforcement of ILO

• conventions against child labour: Conventions 29 on forced labour, 105 on the abolition of forced

• labour, 182 on the elimination of the worst forms of child labour and 138 on the minimum age for admission to employment.

Activities under this priority may include:

• Lobbying, advocacy and awareness raising activities to advance the ratification;

• Support to the development and monitoring of effective measures to implement the ILO conventions against child labour;

2. Link child labour and social protection. Activities under this priority may include:

• Identification, exchange and dissemination of best practices, lessons learned and innovative approaches for strengthening and monitoring the development and implementation of social protection policies to fight child labour and reduce children’s vulnerability, including gender-specific vulnerability;

• Awareness raising and campaigning;

• Promotion of children’s educational attainment;

• Enhancement of socio-economic safety nets for families and communities, including policies on prevention and reintegration of victims of child labour;

• Capacity building of local non-State actors in beneficiary countries.

3. Sustain Corporate Social Responsibility (CSR) against child labour.

Activities under this priority may include:

• Creation and strengthening of partnerships and networking between non-State actors, government policy-making institutions, agencies and local authorities, private companies, local communities, child ombudspersons at local, national and/or international level.

• Activities to encourage, develop, implement and monitor social protection interventions and projects preventing and/or countering child labour;

• Awareness raising about responsibilities of private companies and duty bearers vis-à-vis children’s rights and assistance to child labour victims;

• Monitoring of private companies’ social behaviour and duty bearers’ policies and actions, elaboration of codes of conducts, monitoring and independent verification of companies’ behaviours and advocacy on CSR policies and research on child labour.

Call for Proposals against Child Labour

Participation and involvement of children in a sustainable manner in project actions against child labour will render added value to proposals under this EC call for proposals fighting child labour. The child participation methodologies and approaches should be developed in such a manner that they should “effectively foster genuine and meaningful child participation that is based on clear purposes that are well understood by participating children and adults, is of voluntary nature and takes children’s views seriously while promoting these within safe mechanisms and structures for consultation.”

The other necessary requirement for applying for this call is partnership. Partnership is critical to implementing actions under the call and partnerships can be with local NGOs, government organizations and private companies. There is particular importance attached to the quality of partnership.

Expected Results:

Some of the expected results are:

• Increased ratification of ILO conventions against child labour and greater effectiveness in their application

• Enhanced understanding, stronger analysis and greater dissemination of effective policy choices, best

• practices and lessons learned impacting on both preventing and combating child labour are based on

• sound integration of social protection measures for children and their communities;

• Increased public-private partnership and networking to effectively combat child labour;

• Greater recognition and support of the added value of children’s participation by stakeholders and duty-bearers of children’s rights.

• Stronger capacity of local non-State actors in the area of prevention and combating child labour.

• The minimum amount of the grant request is EUR 250,000 and the maximum amount is EUR 1,000,000. The European Commission will fund up to 80% of the total costs of the project and the remaining has to be financed from other sources of funding. However, in exceptional cases, it can also fund more than 80% of the project costs or even providing full funding to the project provided that there is sufficient justification from the applicant.

• This is a restricted call for proposals which means that all applicants should initially submit only concept notes. Full proposals will only be requested from selected applicants only based upon the review of the concept notes. The application format for the concept note is available in the Grant application form at below link.

• All applicants submitting concept notes should be registered at PADOR. For registering at PADOR, visit this link. At the full application stage, the partners mentioned in the proposal should also be registered in it.

• Concept notes have to be submitted by email (given in the grant guidelines document).
